ATIT Countries Sign Eighth Protocol to Modernize Customs Aspects

The signatory countries of the International Land Transport Agreement (ATIT) have concluded the signing of the Eighth Additional ATIT Protocol to the Agreement, which entirely replaces Annex I, known as "Customs Aspects". This document can now be registered, transmitted, and endorsed through the use of electronic means.

The main objective of the new protocol is to modernize the customs provisions applicable to international land transport operations for goods and passengers. These new measures aim to streamline procedures, incorporate digital technologies, and strengthen regional customs cooperation among signatory countries.

Key modifications introduced by the new protocol:

• Digitization of Documents: The digitization of the "International Cargo Manifest/Customs Transit Declaration (MIC/DTA)" document is introduced, which covers goods under the TAI regime. This allows for the registration and transmission of the manifest by computerized means.

• Guarantees: The possibility is established of replacing the guarantee provided by the vehicles of authorized companies with formal guarantees to carry out international transport.

• Expansion of Scope: The scope of the Customs Annex is expanded to now include the transport of goods originating from or destined to third countries that are not signatories to the Agreement.

• Risk Management: Customs authorities will implement the application of selectivity criteria based on risk analysis.
